Who We Are

Transportation Resource Services, Inc., d/b/a TRS Corp. (TRS) provides right of way consulting services to public agencies across the Mountain West. TRS is a Colorado corporation, with office locations in Centennial and Colorado Springs.

TRS developed its right-of-way consulting team in 2007. We have a staff of qualified right of way professionals, and serve municipal agencies across Colorado and the Rocky Mountain Region by drawing upon our decades of experience with the Uniform Relocation and Real Property Acquisition Policy Act of 1970, as amended (Uniform Act), and Title 38, Colorado Revised Statutes. This experience includes working closely with agency staff and elected officials who face the challenge of serving the needs of the general public while minimizing inconveniences to individual citizens.

Acquiring right of way for any governmental or quasi-governmental agency is a matter requiring respect for due process and private property rights, while advancing infrastructure projects for the greater public benefit.

We apply the specific policies and procedures set forth by our clients, in conformance with State law. TRS is approved by the Colorado Department of Transportation to provide right of way consulting services to Colorado Local Public Agencies (LPA’s) in receipt of federal-aid highway funds.

From project inception to right of way clearance, we remain committed to developing right of way solutions, adhering to the principles of professionalism, optimism, and innovation.

Wendy has more than 20 years of experience as a right of way professional, working for a range of clients across six states. This includes interstate expansion acquisition and relocation projects in Colorado and Texas, light rail in Colorado, and interstate gas transmission projects in Illinois. She provides oversight of TRS’ business operations, document management, and quality assurance. Her lifetime of exposure to the right of way profession provides a unique perspective to TRS’ clients, employees, and affected property owners.

Brad manages right of way projects and negotiates complex property transactions for TRS’ clients. He managed the right of way acquisition and relocation efforts for the 10.5 mile I-225 Light Rail expansion for Kiewit Infrastructure on behalf of Regional Transportation District-Denver (RTD) from 2012 to 2016. He is presently engaged with projects for the Bureau of Reclamation, Boulder County and El Paso County. With over 20 years in the right-of-way profession, he is recognized for his ability to collaborate with property owners and acquiring agencies to find common ground and equitable solutions.

Project Manager

Jeff is a Senior Acquisition/Relocation Agent with TRS, working on projects across all corners of Colorado. These include the I-70 Business Loop Improvements in Grand Junction and the Woodmen Road Corridor Improvements in Colorado Springs, both of which were federally funded transportation projects. Jeff joined TRS upon his retirement from the Colorado Springs Fire Department, and his prior experience with emergency management lends to a level headed approach to property acquisition.

Richard has over 20 years as a right of way professional, and serves as a Senior Acquisition/Relocation Agent for various TRS projects across Colorado. Over the past 10 years, he has worked on multiple water supply projects in Colorado and numerous federally assisted transportation projects along the Colorado Front Range. Richard’s energy is without end, focusing on equitable outcomes for all parties to the right of way transaction.

Office Manager

Dale joined TRS in 2016 as Office Manager. Capitalizing on her organizational skills and keen eye for detail and review, Dale is responsible for the flow of information in TRS’ Colorado Springs office, including document development, quality control and record maintenance. She tracks the acquisition, relocation and closing progress for TRS’ projects throughout Colorado.

Jordan joined TRS in 2022 as Document Control Specialist. Jordan used her experience in office administration to transition into her role here at TRS. She is detail-oriented and possesses organization and time management skills along with a passion for continual personal development and growth.
